Councillor among four nabbed in fight at restaurant


KUALA LUMPUR: An Ampang Jaya councillor was arrested along with three men after they were allegedly involved in a brawl at a restaurant in Kuala Ampang, Hulu Kelang.

The brawl, in which a man had his right ear almost severed, is believed to be gang-related.

In the 5am incident yesterday, two groups of men attacked each other with parang and other weapons, Ampang Jaya deputy OCPD Supt Amiruddin Jamaluddin said. At least 10 men were involved.

“During the fight, the 39-year-old restaurant owner was repeatedly slashed and his right ear was severely damaged,” he said.

Supt Amiruddin said police recovered a parang from the back seat of the councillor’s car. From which Barisan Alternative party is he from ?

“The suspects, aged between 27 and 36, are being investigated under Section 148 of the Penal Code for possession of weapons in a riot,” he said.

The restaurant owner was sent to a hospital for treatment.

All wild accusations, says Hishammuddin

KUALA LUMPUR: Home Affairs Minister Datuk Seri Hishammuddin Hussein had lambasted certain quarters for exaggerating statistics related to custodial deaths in the country and for creating a perception many detainees had died in the hands of authorities.
“People have been quoting all kinds of figures (of custodial deaths). But, they're not true,” said Hishammuddin in Parliament last week.
A memorial service organised by non-governmental organisation, Saya Anak Bangsa Malaysia was held last Friday as a tribute to those who had died in custody. According to the movement’s blog site, 1,805 people died in detention from 2003 until 2009.
The figure was disputed by Hishammuddin but he did not say what the exact figure was. “I’m not so sure. But, from what I was told the other day, the figures being bandied about were for custodial deaths over a period of 10 years. So, it isn’t much.
“I was also informed by Chee Leong (Deputy Home Minister Datuk Lee Chee Leong) the majority of the cases of deaths in custody were due to diseases such as AIDS.
“They are free to raise the issue all they want, but at the end of the day, the truth will prevail.”
Haris Ibrahim, lawyer and leader of Saya Anak Bangsa Malaysia party, claimed 1,805 lives perished in our remand cells, prisons and detention centres between 2003 and 16th July, last year. It was written as a statement of fact. He did not attribute it to anyone. Read what he wrote in his blog here and what he told The Malay Mail here.

Hishammuddin Hussein, Home Minister, is "not sure" of the exact figure but rubbished Haris Ibrahim and SABM's numbers.

If both Hs had checked with the police before speaking to the Malay Mail this morning, they would have discovered that there were 147 deaths in custody from May 2000 to date:

In my column in The Malay Mail today, I wrote that the SABM's figure is questionable. Even Haris is not so sure of it now as he asked The MM:
“Let’s say the figures are wrong and it is only 15. Should we still not be concerned over 15 custodial deaths?”
I happened to agree with him. But, really, we can't just throw any figure we like. One of the reasons why Haris does not trust the mainstream media and has called for a boycott (see his poster below) is because some of us can't count, he'd complain - The Start would report a turnout of 1000 people at an anti-government protest when it was actually 10,000 people, for example.

In the same spirit, Haris needs to get his numbers right.

On the other hand, according to official statistics provided by ouir Home Ministry, 147 people have died in police custoiry in the last 10 years since May 2000. For 2010, the number of deaths in police custory so far is three. The highest in a year is 23 (2003). It's not a sterling record but certainly nowhere near the claim by SABM of 1,805 deaths in half that period. Which makes one wonder: what kind of number are the people behind SABM trying to do, and on whom? Where did they get their statistics, anyway?
I also drew a comparion with the US' global "war on terror", where "nearly 100 detainees have died while in the hands of US officials .... between August 2002 and 2006. At least a third of them were victims of homicide and torture. Others succumbed to accidents, illnesses and harsh conditions of the detention centres.

Penang cops learn Hokkien to get closer to the people

PENANG (Bernama) -- Understanding the needs and wishes of the local community is the key for the police's success in bringing down the crime index in the state.

Penang CPO Datuk Ayub Yaakob has initiated various approaches to win over the community including holding Hokkiene classes for members of the force.

"Each move should be wisely implemented and effective in order to meet the needs of the local community. Hence by providing classes to learn on how to speak Hokkien is a way to bring the police closer to the people," he told Bernama.

Hokkien is widely spoken among the Chinese community on the island.

According to Ayub, by having a decent command of Hokkien, the policemen and officers would be well received by the local community and this is a value add for the force.

"When the local folks are confident and accept the police, they would automatically collaborate with the force in maintaining security," he said.

Volunteers

"Many non-governmental organisations and volunteer corps are cooperating with the police on matters relating to security. They keep watch on their neighbourhood where the police would only assist in monitoring the situation.This indirectly lightens the police's tasks and it is the result of this two-way communication that brings confidence to the society," Ayub said.

Apart from the Hokkien classes, the police personnel also attended English language lessons as they would make easier communication with the foreigners particularly the tourists.

"In Penang, there are many foreign investors, tourists and businessmen. All should be taken into account and definitely need different approaches in order to resolve problems that cropped out," Ayub said.

Getting closer to the youths

Ayub said he also used a specific approach for the police to get closer to the youths by holdings events that they liked.

Among the events held were that of 'anti drugs motorbike convoys' and 'youths of the mosque' programmes.

"It is not easy to bring the youths to the mosque or surau but we cajoled the group by holding programmes which appealed to them. Then when they arrived at the mosque or surau, they would have no choice but to perform their religious obligations," Ayub said.

"To be close with these youths, we have to understand them. Nowadays, illegal street racing has gone down due to the programmes held and the enforcement carried out," he said.

In Ayub's words, such approaches are crucial in the effort to ensure that the youths are not trapped by the evil clutches of the bad hats.

The influence of their peers, whether good or bad, plays a significant in shaping the youths' character, he said.

"Therefore the programmes that we held would get the youths to influence their peers to hear what we have to say for the benefit of their future", Ayub said.

Ayub started police career in Penang

Ayub was born in Batang Kali, Hulu Selangor, on 23 Sugust 1954. His stint with the Royal Malaysia Police (PDRM) in Penang began on 1 October 1977 after completing the basic training course for inspectors at the police Training Centre (Pulapol) in Kuala Lumpur.

The father of two had also served as the commandant of Pulapol. Ayub had also served with the Negeri Sembilan, Melaka and Terengganu police before returning to Penang.

"I began my police work in Penang and now I return to the same state where my previous experience comes handy in many aspects," Ayub said.

Building confidence

"Each of the policemen should carry out his duties wisely and efficiently apart from having the skills enabling him to communicate with all," he said.

Ayub said the cooperation between the police and public is among the factors that lowered the crime index in the state.

He said the Penang police targetted a drop of some 5% in the crime index for 2010 and until the end of May this year, the crime index had registered a decline of 15%.

"Most of the crimes committed were motorcycle thefts. No syndicates were involved but only the youngsters who were out for some fun. Serious crimes like that which involved weapons were on the decline but the police are on the alert for any possibilities," Ayub said.

He said the concept where the police get to the ground under the six National Key Result Areas (NKRA) introduced by Prime Minister Datuk Seri Najib Razak had also contributed to the decline in crime index.

Under this concept, policemen and officers on desk duties are also requirred to perform patrols. 'Ops Payung' was also introduced to increase police presence at public spots.

"The presence of more police personnel at public spots adds confidence to the people," Ayub said.

Selayang rep reports assault

Where's the Polis ?

SELAYANG: A Selayang councillor has claimed that he was assaulted by a group of men belonging to the Malay rights group Perkasa.

Selayang municipal councillor Lim Ching How said the assault occurred when he and his assistant Zuhudi Ahmad were visiting Taman Industri Bolton in Batu Caves about 11am yesterday.

Lim said he had gone to the site after receiving a complaint that a signboard put up beside the community hall had been torn down.

“I parked my car about 50m from the site and walked to the area. When I reached the place, I introduced myself as an MPS councillor to a group of people gathered there and told them that they were not supposed to take down the signboard.

“They then started punching and kicking me until I fell. They continued to attack me for several minutes,” he said.

“My assistant Zuhudi who tried to help me was also beaten by the group,” said Lim, adding that he suffered bruises on his neck and back due to the beating.

He claimed that some of the people in the group were wearing Perkasa T-shirts when they set upon him and identified others as members of a politicial party.

Lim said that although two policemen arrived at the scene and tried to shield him from the group, the men continued to assault him. He said he was later rescued by some people from a restaurant nearby, prompting the men to even threaten to burn the place down.

Lim subsequently lodged a report at the Batu Caves police station, accompanied by Segambut MP Lim Lip Eng, Selayang MP William Leong, MPS councillors Gopalan Nair and A. Murugeshu.

Leong condemned the act as “totally unacceptable.”

Perkasa secretary-general Syed Hassan Syed Ali denied the assault involved Perkasa members. He said the organisation had never given instructions to its members to do anything which contravened the law.

“I was shocked when I was asked by reporters about the assault,” said Syed Hassan.

Perkasa chief Datuk Ibrahim Ali said he was unaware of the incident as he had been in the Dewan Rakyat the whole day.

SHAH ALAM, April 28 — Neighbours who knew Aminulrasyid Amzah today could not contain their emotions as they expressed outrage over his shooting by police.

The Form Three student was driving his sister’s Proton Iswara and is alleged to have attempted to ram a police road-block in Section 11 here, before the fatal shooting occurred early Monday morning.

“This is not Manchester or Los Angeles, this is bloody Malaysia,” said Nadzimuddin Pip, who added the police should have been better trained to differentiate between criminals and boys.

The retiree, along with businessman Wan Rahim Tajuddin, whose house in Section 11 is exactly at the spot where the Proton Iswara eventually crashed, said they had initially assumed police has scored a major success against a criminal.

“His body was lying face down in the car and surrounded by police. We didn’t realise it was Aminul until the next day,” said Wan Rahim, who broke down as he spoke.

He said Aminul was a close friend of his son, and expressed regret they did not have a chance to see the dead teenager’s face.

The men were relating the incident to MPs Lim Guan Eng, Lim Kit Siang and Dr Lo’Lo’ Mohd Ghazali at the scene of the incident in Section 12 this afternoon.

Kit Siang earlier led a delegation of Pakatan Rakyat (PR) lawmakers to Aminulrasyid’s home where they spoke and expressed their condolences to his mother Norsiah Mohamad, 60.

Norsiah said contrary to press reports, her son was only 14 and not 15-years-old.

Politics and the death of a school-boy

APRIL 30 — Aminulrasyid Amzah is barely buried, and already the political knives are out, with both Umno and Pakatan Rakyat clamouring for the right to champion justice for him and his family. Naturally, the ostensibly non-partisan folk are coming out of the woodwork to sternly warn against “politicising” the death of this 14-year-old boy.

Let's debate :

If there were worst politicians in this country I would give the medal of honour to Pakatan leaders for their lack of social etiquette, unashamedly politicising the incident to their own advantage without giving due consideration to the feelings of the family members of the deceased.It's about time these uncouth and uncultivated politicians learn to differentiate what politics and what are acceptable social behaviour. How we should react in time of grief and bereavement, particularly other people's grief. They are turning people's grief to fish for votes :

Lets take a look at the first pic . Why is the Father and son Guan Eng there when he has other more important duties to perform as the Chief Mininster of Penang ? or is he the Cheap Minister of Penang ? Until today the saying goes , Penang is on auto pilot because the CM is always not in Penang , either in parliament , KL , Malacca , Perak or on issues like these when he still thinks he is Mr Opposition . Penangites should send him a strong message come next GE . He could have left this to others within his PR grouping and not be involved unless he is fishing for votes at the expense of the police .

There are many unanswered questions :

a) Why would the parents of the boy not aware that he is still not in bed and not at home at that material time ?
b) what is he doing in the middle of the night at 2am in the morning ?
c ) why is he not in bed when he has school the next day ?
d) why is he a form three student driving his sister’s Proton Iswara without a license ?
e) why didin't he stop at a police road-block in Section 11 ?
f ) why did he attempted to ram a police road-block ?
g) why did he attempt to run away when police fired warning shots ?
h) the police claim he was trying to reverse his car into the officers pursuing him, so they had no choice but to fire , why did he do that ?
i) Kit Siang wants to know why boy was shot from the back ! If you are driving a car and reversing to ram police from the back , do you expect the him to be shot from the front ?when you are standing from the back of the car ?
The parents of the boy should be held responsible for their son's untimely death due to lack of parental control !

Put yourself in the policeman situation .

You have a guy driving a car attempting to ram you by reversing . Its dark since it is 2am . Do you think the policeman would be able to distinguish the driver as a 14 yr old school boy ? or as a wanted criminal attempting to get away at all cost ? unless of course he advertises himself , hey don't shoot I am only 14 . There are 14 yr old who look like adults and adults who look like school boys ( midgets and dwarfs ) . Do you think the policeman would have shot him if he had not attempted to ram them ? So who is to be blamed ? If you are the policeman with a family , would you shoot if you think your life is in danger ? Its either him or me , so I'll shoot first asks questions later .
A vehicle can be used as a weapon, a weapon doesn’t mean that it is only a gun, knife or parang. If you refuse to stop and try to plough the officers who are trying to stop you, it can be a weapon because it becomes a danger to the lives of enforcement officers,”

Justice must be seen to be not only to the boy but also to the policeman who fired the shot and who put their lives in danger in the line of duty .

So
politicians stay out and let the police do their work !

Cops zoom in on Guan Eng

Penang Chief Minister Lim Guan Eng has been told to contact the state police to fix a time and date for his statements to be recorded in relation to six reports against him.

NONEAccording to the notice issued by the police, the probe is based on reports lodged in Penang - in Sungai Nibong, Kg Baru, Kubang Semang, Seberang Jaya, Sungai Pinang and Kepala Batas.

The notice said the alleged offences comprise four counts of participating in an illegal assembly, one of violating the Sedition Act 1948 and three counts of criminal defamation.

Lim's lawyer, Jagdeep Singh Deo, described the investigations as a form of harassment.

"The police are listing six cases to be investigated. This clearly shows intention to harass the chief minister, but he will cooperate fully with the police," he told a press conference today.

The reports were lodged this year although the dates are not specified. Little else is known about the alleged offences or the complainants.

"If chief minister is to defend himself, he has to know what he is being accused of," the lawyer said.

Lim: No comment

Jagdeep, who is Datuk Keramat state assemblyperson, said he will submit a request to the state police chief for copies of the police reports.

Urging the police to investigate the allegations fairly, he also pointed out that they should investigate all reports lodged, regardless of the status of the person involved.

NONE“Many reports have been lodged against others - the prime minister, menteris besar and cabinet members. I want to know whether the police are investigating those allegations,” added Jagdeep (extreme right in photo).

Lim, who was at the press conference, declined comment beyond saying that his lawyers are handling the matter.

The chief minister has recently come under relentless attacks from groups that have accused him of 'discriminatory' state policies against the Malays.

Where are the police standing by doing nothing and watching someone being attacked and threatened ? Note the guy with the hammer ? He can be charged with assault with a weapon .
