KUALA LUMPUR, Oct 13 -- Tun Dr Mahathir Mohamad said today that Malays must continue to be given handicaps, while arguing that Datuk Seri Najib Razak’s 1 Malaysia was a confusing concept which means different things to different people.

He also accused the Chinese and Indian communities of continuing to identify with their countries of origin, and argued that Malays would continue demanding special treatment as a result.

Writing in his blog today, Mahathir (picture) said the Malays interpreted 1 Malaysia to mean the abolition of Chinese and Tamil schools and a “fair” participation of Malays and Bumiputeras in the private sector.

The Chinese and Indians, he claimed, interpret 1 Malaysia to mean an end to special treatment for Malays, the removal of quotas and the end to NEP-style affirmative action policies favouring Malays.

“Without the government spelling out the precise meaning of 1 Malaysia, different people are giving their own interpretations which not only differ from each other but are in conflict with each other.

“These two interpretations of 1 Malaysia admittedly are by the more extreme groups. The more moderate ones from both sides are milder in their expectations but their minimum interpretations still provide irreconcilable conflicts. 1 Malaysia clearly means different things to the different races.”

Dr Mahathir also argued that the Bangsa Malaysia concept encapsulated in his Vision 2020 document was more appropriate for multiracial Malaysia.

“In Vision 2020 one of the objectives is to create a bangsa Malaysia.

“The belief at that time was that if Malaysia becomes a fully developed country, it would become very prosperous,” he said.

He repeated his old formula for managing race relations by making the economic argument that if prosperity was fairly shared between the races there would be less jealousy between them.

“Malaysians of all races would be so proud of their country and its great achievements that the desire to be linked with other countries would be much diminished if not disappear altogether (as happens in prosperous multi-racial countries like the US – where the German Eisenhower led the war against Germany. Eisenhower was American first and his country of origin was irrelevant to him).”

But he said it was clear that race still played an important role currently in Malaysia.

The former prime minister also accused the Chinese and Indian communities of preferring to be identified with their countries of origin, and this, he said, caused Malays to expect special treatment.

He said a change in the so-called social contract between the Malays and the non-Malays would take a long time to replace.

“This will take a long time. As the new contract will be between races, racial factors would be included. Unless both sides agree to give up their races’ own rights as spelt out in the first contract i.e. the preservation of own home languages and schools etc. the rights of the indigenous races to their special position, etc, must remain a part of the new social contract.

“It is not certain that each would not demand for more than what they got under the old contract. It is likely there would be no agreement and no contract. Ths would lead to perpetual conflicts.

Dr Mahathir also took aim at Malays who wanted affirmative action to be abolished, and repeated his stand that Malays were not ready yet to compete on an equal footing with the Chinese in particular.

“I am not ashamed to admit that I cannot compete with the Chinese and Indian students when studying medicine. They had much better results than me and the other six Malay students for entry into the Medical College. Even at that time the British promised to the Rulers to help educate the Malays. I had my chance because of the affirmative action then. On pure merit I would not be a doctor today, not because I was not qualified, but my qualification was lower than others.

“One has to remember that the Chinese civilisation is more than 4000 years old. No other civilisation has lasted that long. Naturally they have developed a culture better able to survive under all conditions. It is my belief that if the percentage of Chinese in the United Kingdom for example is the same as in Malaysia, UK would be better developed than it is now. It is not surprising that the Chinese excel in developing Malaysia (for which they are amply rewarded).”

He said that it was not shameful to lose out against the Chinese but to just catch up would require handicaps.

“To be given handicaps is to ensure fairness, not discrimination. That is why in golf you have handicaps. That is why in all contests there must be equality between the contestants. It is selfish if having benefited from the handicaps you want to deny others from having them.”

All Malaysians want to know whether the scandal of the 46-day inaction by the Najib administration against the two school principals who made incendiary, racist and insensitive statements against students in schools will be top on the agenda of Wednesday’s Cabinet meeting or whether Cabinet Ministers would be like the traditional three monkeys with eyes that see not, ears that hear not and mouths that speak not!

Noises are being made by MCA, Gerakan and MIC outside the Cabinet protesting against the Deputy Prime Minister Tan Sri Muhyiddin Yassin’s statement claiming that he is powerless to do anything against the two principals as this falls within the ambit and jurisdiction of the Public Services Department and the Chief Secretary – but all these are empty posturings by these political parties when their Ministers in Cabinet maintain a discreet and self-serving silence on this issue.

In fact, the question must be asked in Cabinet, Parliament and the country whether the real reason for the 46-day government inaction against the two school principals who publicly made a mockery of Prime Minister, Datuk Seri Najib Raza’s 1Malaysia policy is because they could not be faulted because what they said was exactly the “official ideology” which Biro Tata Negara of the Prime Minister’s Department had been indoctrinating civil servants in the past two decades!

Is this the reason why Muhyiddin had been thunderously silent in not condemning the two school principals for their incendiary, racist and insensitive statements, telling Chinese students to go back to China and likening Hindu prayer bracelets to a dog leash, because such offensive remarks were quite in line with the poison which BTN had been dishing out to civil servants in the past two decades?

In the Cabinet in the past 18 months, Muhyiddin had stood out as the champion of the anti-national and anti-1Malaysia poison spouted by BTN, which was why Muhyiddin had done the following:

• Defended the racist “brain washing” and indoctrination on “ketuanan Melayu” by Biro Tata Negara despite criticisms and expose of its racist, divisive and seditious content for the past two decades;

• Mitigated the Nasir Safar outrage claiming that it could have been “a slip of the tongue” when Najib’s senior political aide labelled Indians and Chinese in Malaysia as “pendatang”, alleging that the Chinese came as beggars and the Chinese women as “prostitutes”; claimed that Umno was solely responsible in drafting the constitution sidelining the contribution of MCA and MIC; and issued the threat to revoke the citizenship of those vocal about the subject cap for SPM examination.

• Maintained a conspicuous silence at the JAKIM (Islamic Development Department of the Prime Minister’s Office) forum at the end of January for 800 civil servants tantamount to an insurrection against Najib’s 1Malaysia concept – with government speakers making inflammatory and incendiary speeches, blaming Christians for provoking Muslim anger by challenging the ban on the use of the word “Allah” and Umno/BN politicians for failing to defend Islam, with one speaker suggesting that a repeat of the May 13 riots was possible if the Christians, whom he accused of practising “extremism” did not “back down”, uttering the threat: “Who knows, there might be a Feb. 13?”

• Also kept a conspicuous silence when the racialist rantings of Umno executive secretary Datuk Abdul Rauf Yusoh at an Umno club function in London in March this year was exposed;

• Aided and abetted the inflammatory and incendiary campaign by Umno-controlled media like Utusan Malaysia, Berita Harian, government television and radio stations, playing the race and religious cards to viciously and falsely paint Penang Chief Minister Lim Guan Eng and Pakatan Rakyat Penang State Government as “anti-Malay” and “anti-Islam”; and

• Declared that he is “Malay first and Malaysian second” which is not only against Najib’s 1Malaysia concept but served as a rallying point against Najib and any meaningful flowering of the 1Malaysia concept.

The proclamation by the BTN deputy director Hamim Husin to a Puteria Umno closed-door function that Malay rights is a mandate to rule the country (Malaysian Insider) is the latest proof that the biggest enemy to Najib’s 1Malaysia is from within his own camp, not only Umno but also BTN in government.

When the BTN can continue its offensive, insensitive and racist “brain washing” not only among civil servants but extend it to political activists in Umno circles like Umno Putri, it is clear that Najib is facing an open revolt, which clearly has the backing of Muhyiddin.

This shambolic anarchy in the Najib premiership cannot continue or it will drive away all interested investments in Malaysia, whether foreign or domestic and condemn Malaysia to the fate of a new failed state in the world.

The Cabinet meeting on Wednesday must take a stand, not only to end the 46-day government inaction against the two principals for their incendiary, racist and insensitive statements; on firm action against BTN by closing down the government “brain-washing” unit which is openly revolting against Najib’s 1Malaysia concept but also on whether the Cabinet fully endorse Najib’s 1Malaysia policy or otherwise.

As we celebrate a landmark in the history of our nation of Malaysia this 16th of September, we have much to be proud of. We are a developing nation that has excelled in many sectors such as tourism, banking and finance, halal, medicine and many more. We are blessed to be able to experience different cultures, food and religions without traveling far and abroad.

While we have achieved so much, it troubles me to see a rise in issues rooted in extremism in the nation. This is not limited to racism. Extremists are groups or individuals who subscribe to radical views and actions against others. They treat anyone who is different as an enemy and engineer fear in people who don’t conform to their thoughts or ideologies and, in some cases in people who simply look different. Hence, extremism here applies to a gamut of factors, including racism, arts, culture, way of life, and more. The late U.S. Senator Robert F. Kennedy once said, "What is objectionable, what is dangerous about extremists is not that they are extreme but that they are intolerant. The evil is not what they say about their cause, but what they say about their opponents."

I am strongly opposed to these types of behaviour. It saddens me that despite living in an independent multi-cultural nation for over 50 years, there are still those among us who cannot tolerate, much less accept the benefits of a diverse society. It saddens me because by rejecting our diverse way of life, they reject 1Malaysia.

While these groups are often small in number, their presence is amplified through their extreme sentiments and acts. Nonetheless, the Government continues to keep a watchful eye on such groups. We have dealt effectively with a number of extreme cases in Malaysia, such as militant groups that have instigated conflicts and posed a genuine threat to national security. We will continue to protect the Rakyat and the nation from threats from outside or within, through land, sea, air or cyberspace.

We have been exposed to examples of extremist behaviour, regionally and globally. I am glad that we have abstained from such acts, and instead displayed maturity as a people, as 1Malaysia. I urge all Malaysians to be calm and rational in the face of such extremism. To respond like with like only serves to escalate tensions between our countries and becomes a hindrance to our own progress. Economies have faltered because of acts of extremism, and the road to recovery is often long and hard.

As Malaysians, we can do our part to restrict the growth of extremism on our shores. By educating ourselves and participating in mature and rational dialogue, a deeper understanding can be reached between two parties with dissimilar views. We must nurture our intellect to be open to different opinions and ideas. We must train ourselves to apply diplomacy in our daily interactions with others, and to embrace 1Malaysia as our guiding philosophy in resolving conflict. It will serve us well as a people.

Pakatan Rakyat leaders say the real saboteurs of Prime Minister Najib Razak’s 1Malaysia plan are not from their coalition but within Umno itself. They pinned the blame squarely on Deputy Prime Minister Muhyiddin Yassin and former premier Mahathir Mohamad.

“Signs of very serious infighting have emerged in Umno. Muhyiddin is following Mahathir and Mahathir is stirring up the ultra right-wing groups because this is the path of least resistance. Traditionally, hawks tend to be emotional and seldom intellectualize about the longer term implications,” Tian told Malaysia Chronicle.

“Of course, this is Umno’s internal affair and it actually benefits Pakatan if they fight. But we hope they keep their problems contained and not create havoc for the nation. We are also very concerned about the slide back into racial polemics and we warn against the bashing of the minorities just to win power within Umno.”

Other Pakatan leaders minced no words either. They said it made no sense for the DPM or even Mahathir to go against Najib’s prized concept if there was not an ulterior motive or vested interest involved.

According to the Government Transformation Programme approved by the Cabinet and published in December, 1Malaysia is defined as a nation where, it is hoped, every Malaysian perceives himself or herself as Malaysian first, and by race, religion, geographical region or socio-economic background second.

“However, the deputy prime minister has chosen to reject the goal of 1Malaysia, by insisting that he is Malay first and subsequently ridiculing the concept of Malaysian first by saying How can I say I’m Malaysian first and Malay second? All the Malays will shun me... and it’s not proper,” DAP economic strategist Tony Pua said in a press statement

“The impact of Muhyiddin’s contempt for the ‘Malaysian first’ concept as defined by the government sounded the death knell for a unifying 1Malaysia and is best epitomised by the complete refusal till today of the president of Gerakan, Koh Tsu Koon, who is also the minister in-charge of the GTP, as well as the president of MCA, Chua Soi Lek, to declare themselves Malaysian first.”

Stuck in a time warp while bankruptcy looms

Indeed polarization amongst the various ethnic groups in the country has deepened since achieving independence from British rule in 1957. The New Economic Policy introduced in 1971 to eradicate poverty has been abused by the Umno elite, who use it as a smokescreen to gain government contracts to enrich themselves and their families.

But the vast majority of the ordinary folk have not benefited. Instead they are expected to be grateful for the crumbs they have received so far. PAS leaders have often said that if Umno had not been in charge the past 53 years, the Malays and the other races would be much richer than they currently are now.

Nonetheless, the Umno elite as epitomised by Mahathir who ruled Malaysia for 22 of its 53-year history, have refused to move with the changing times. Under the guise of Malay rights, they have not hesitated to use scare-mongering tactics just to cling to power.

Even the New Economic Model, the financial adjunct to the 1Malaysia plan, was still born due to stiff resistance from Mahathir and the NGOs that he patronizes, Perkasa and MPM.

They warned the NEM's implementation would spell the death knell for Malay political dominance, but totally ignore the fact that without spurring competition, the risks of Malaysia going bankrupt, like Greece and Dubai, are extremely likely.

“The deputy prime minister’s strident support for ‘Ketuanan Melayu’ (Malay supremacy) as being a pillar for 1 Malaysia and the complicit and complete acquiesce of Barisan Nasional component parties, MCA, MIC and Gerakan to Umno’s demands ensures that there will be no chance of a ‘Malaysian first’ goal of being achieved,” Tony added.

Opposition Leader Anwar Ibrahim’s Pakatan espouses a Malaysia for all Malaysians with justice, fairness and equitable distribution of wealth based on needs rather than ethnicity forming the cornerstones of its manifesto.

The publication of the book on the trials and tribulations faced by Datuk Seri Najib Tun Razak during his first year as the sixth Malaysian Prime Minister is seen to be able to refute the various slanders made by certain groups against the government and national leaders - Bernama

For goodness sake, Mr. Prime Minister Najib, you are getting funnier by the day.
I thought only clowns are funny, they like to talk nonsense make people laugh and that's about it, no further action required of them. Are you, Mr. PM, going the way of the clown?

You have control over all the print media and they are churning out a lot of glorifying news about your capabilities, 1Malaysia Concept, New Economic Model (NEM), National Key Result Areas (NKRA), Key Performance Indicators (KPI), efficiency, excellence, meritocracy, bla bla bla, almost everyday and you still find it not sufficient? Do you really need to publish an expensive book to explain further because the public are still laughing from reading what they read in the media?

What the public requires is your political will to implement the real spirit of 1Malaysia, the sense of belonging, of offering equality, fairness, socio-economic justice, mutual respect to all Malaysians regardless of race or creed. And stop playing the race supremacy game, please.

We do not need any further talk or publication of books from you - just put into action what you have already preached thus far. Is it that hard to do? So stop acting like a clown and instead perform like a real Prime Minister, for which you are paid a hefty salary by the people.

One of the reasons for the publication of your book is "to refute the various slander made by certain groups against the government and national leaders".

If there is any slander, why not sue those who slander you or is what they say the plain truth but you term it slander and this is why you cannot take them to court?

Before you blame others for your own failure, please look at your own backyard. You do not even have full support from your own deputy, party leaders and members, and you even allow Malay NGOs to force you to retreat from implementing what you preach.

As a concerned citizen who loves this country, I wanted to see a sincere Prime Minister who dares to talk and walk at the same time without any hesitation.

A Prime Minister with only one face that will not tolerate any kind of racist remarks or racism. I still see racism being practise in the US , a democratic country of over 200 yrs with the latest laws passed by Arizona . I hope to see that racism in Malaysia be eventually erased however its a uphill battle as you cannot prevent what one wants to say , even with the Sedition Act . Again I must remind the writer , they can claim its their right to say anything , under your propose true democracy .

A Prime Minister who truly wants to fight corruption and will not interfere with the work of the MACC, allow them to report to Parliament and give them the power to prosecute.

A Prime Minister that allows freedom of speech by removing the Printing Presses and Publications Act 1984 and allow peaceful rallies. Freedom of speech where you can print lies about any issue , anyone , slander and defame anyone and nothing can be done as there is no act of law to prevent it .

A Prime Minister who will not hesitate to take action against his own ministers who abuse their power, especially the home ministry, police and the judiciary.

A Prime Minister who will not allow detention without trial and immediately ABOLISH the Internal Security Act (ISA). Abolish the ISA ? Even the USA has their own Patrotic Act , and so does other European countries like Britain . Protection of the Majority is more important than protection of a few minority hell bent on turning the country into anarchy . Thailand is a good example , where they never had a law for dentiontion without trail until recently when the country was held to ransom by red shirts with firearms . Do you want to see that happen in Malaysian where every major city in Malaysia is under emergency laws ?

A Prime Minister who will carefully select his Cabinet, fill it with people of integrity, honesty, capability and knowledge befitting his position. He has just been in that office for 2 years . Rome was never built in a day , and no one can change a system or culture in place for the last 25 yrs of the rule by a Mamak . Rushing thru a change would see the warlords and little Napoleans having the ammunition to down a leader before he can effect a change . Pak lah was a good example .

A Prime Minister who will practice true democracy. Is there such a thing as true democracy ? Even God knew his offsprings will run wild and therefore had Moses made the Ten Commandments to limit the "democracy". In a true democracy , one can run naked , sleep with any woman , kill anyone they don't like , etc, etc , claiming that's his rights . Can any Govt truly survive with true or full democracy ? What are laws made for in the first place ?

Under fire for bulldozing his way through the Allah ban, Deputy Prime Minister Muhyiddin Yassin has decided to put the controversial issue under wraps - he has issued a gag order to all parties in the BN and also included the Pakatan Rakyat!

“He must be joking. Let MCA follow the gag,” PKR strategic director Tian Chua told Malaysia Chronicle.

"We are disappointed the DPM has chosen to respond in typical BN fashion whenever they face adversity. It shows a glaring lack of imagination and we wonder how he is going to cope as the world gets smaller with globalization. Will information be censored in the Malaysia of the future and people gagged whenever he deems the information is 'sensitive."

Tried to play the race card

Although Home Minister Hishammuddin Hussein was the one who lit the first fire by saying he regretted the Allah ban, it was Muhyiddin who turned it into a raging inferno by trying to score points with the Malays.

He issued a ‘stern warning’ to the MCA although it was only following up on Hisham’s comments when it urged him to lift the ban. Hisham's predecessor Syed Hamid Albar had a few years ago prohibited non-Muslims from using the word Allah to describe God.

Following the uproar that broke out, Muhyiddin took a leaf from ex-premier Mahathir Mohamad, who is notorious for his selective amnesia. According to the DPM, it was unwise to publicly debate the issue as it brought no benefit and could “lead to an unhealthy situation”.

“He should be the first one to heed his own advice instead of simply shooting left and right. But I doubt he will stop playing racial card despite this,” Tian said.

Muhyiddin also said he was aware there were certain parties who were trying to play up the issue to serve their own vested interests.

“However, as a responsible government, the government’s stand is final in that whether BN components or the Opposition, they should refrain from discussing the issue publicly because it will be sub-judice,” Bernama quoted Muhyiddin as saying..

“If I say this, the other side will say something else. What will be the result? There will be chaos. The BN government as a responsible government does not want this to happen.”

Failed to consider the rights of all Malaysians

But pundits were unsurprised by his doublespeak.

Of late, there has been speculation of a serious rift between him and Prime Minister Najib Razak. Apart from warning the MCA, Muhyiddin had also criticized Najib's prized 1Malaysia plan as having failed because few understood what it meant.

“Tan Sri Muhyiddin has no one else to blame but himself for disparaging the initially noble concept of 1Malaysia by failing to take into consideration the rights and interest of all Malaysians,” said DAP information chief Tony Pua.

“The non-Umno Barisan Nasional component parties, on the other hand, perpetuate the failure by refusing to take a position in the interest of all Malaysians, by refusing to challenge Umno, even if the latter is acting against the official government policy or the interest of all Malaysians at large.

“For example, despite an initial attempt by MCA to defend the rights of Christians to use the term ‘Allah’ in their prayers, the MCA president, Datuk Seri (Dr) Chua Soi Lek wasted no time backing down from its initial position once MCA received a rebuke and warning from the deputy prime minister.”

Dr M: Forget the roots, we're Malaysians

The Chinese and Indians have to set aside their respective country of origin and start calling themselves Malaysians for the success of the 1Malaysia concept, said Dr Mahathir Mohamad.

He called on the people to help realise the government's aspiration of strengthening racial unity and harmony in line with the 1Malaysia concept.

The 84-year-old former premier was speaking at a dinner function organised by the association of Muslim Kadayanallur in Penang

Elaborating, Mahathir said people in Thailand and Indonesia called themselves Thais and Indonesians but this is not the case here.

To a claim that the Indian Muslims in the country have been neglected, Mahathir said they should choose to either become a Muslim or an Indian.

"The country is very liberal and I think they (Indian Muslims) will be accepted by all if they can pick either to become a Muslim or Indian," he was quoted as saying by Bernama.

Mahathir said there was no difference between the various races as everyone is a Malaysian.

"The federal constitution also defines a Muslim very clearly. If they want to become a Muslim then just follow the constitution," he added.

The former premier said if Indian Muslims in the country still call themselves as such, others might think that they still have links to their country of origin.

"The problem of Indian Muslims will be resolved if they can decide and choose to become either a Muslim or an Indian," he added.
