Yip quit for personal reasons, says Mei Fun

KUALA LUMPUR, March 24 — Perlis MCA chief Datin Paduka Chew Mei Fun has denied that Titi Tinggi assemblyman Yip Sun Onn’s shock resignation is linked to MCA’s infighting, saying it should not be a campaign weapon in the March 8.

She also denied there was any bad blood between her and Yip and said that the issue of his replacement in the state cabinet was not the only reason behind his resignation.

“It is not a problem between myself and him. From what I know, the exco issue is not the only reason... there are so many reasons behind it (his resignation),” she said.

One of the other reasons, said Chew, involved the issuance of land titles to the residents in his constituency.

“He is actually fighting to grant them land titles but there are some problems I think. However, I have discussed this with the Mentri Besar and I was told that this problem would be solved sooner or later... the state will look into it,” she said.

Chew added that Yip was also facing “local MCA problems” but declined to elaborate on what they are.

She admitted that she had not been able to speak with him today but had received an SMS from him in the morning.

“He said that he had already asked his supporters to be calm and that he will sort this issue out with the Mentri Besar,” she said, adding that he had also called her yesterday but she had missed his call.

Chew also denied that she was the mastermind behind Yip’s replacement in the state executive council, saying that she had merely played her role as the party’s state liaison chairman.

“What I do is according to my responsibility as the state party chairman. I do not have that kind of power of influence to decide on who becomes the state executive councillor,” she said.

A party source had told The Malaysian Insider this afternoon that Chew had, from the beginning, disapproved of Yip being in the council as he was not “in her camp”.

Chew was one of the leaders backing former party vice-president Datuk Seri Liow Tiong Lai in the latter’s bid to oust party president Datuk Seri Ong Tee Keat.

The source had also claimed that Chew had thrown a fit when her request to place Indera Kayangan assemblyman Dr Por Choo Chor in the council was ignored by Perlis Mentri Besar Datuk Seri Mohd Isa Sabu.

Chew, added the source, had accused Mohd Isa of disrespecting the wishes of the MCA central committee and subsequently, an agreement was reached for Dr Por to replace Yip during this year’s state cabinet reshuffle.

Last Friday, Dr Por was sworn-in as the New Town Development, Local Council and Housing committee chairman, taking over Yip’s portfolio.

Chew vehemently denied this, and said that the decision to replace Dr Por was reached after a meeting was held between Ong, Mohd Isa and herself.

“In the first place, after the last election, the candidate proposed by the MCA to sit in the state cabinet had always been Dr Por. I do not know how Yip ended up getting the job. From the beginning, it was Dr Por,” she said.

She was quick to add however that that Yip had not been a bad state executive councillor.

“My advice to him now is to come, sit down, lets sort this out and discuss. Nobody said he was a bad exco member or anything but there are just some principles that have to be followed,” she said.

Chew also urged all parties not to jump into conclusions about the issue as it would be unfair to Yip.

“This is also nothing to do with the so-called factions in the MCA... nothing to do with it at all. The Perlis cabinet reshuffle is a yearly affair,” she said.

She urged all candidates for the coming MCA polls this March 28 not to use the incident as their campaign material to demonise anyone.

“I hope no one makes use of this to their advantage... do not use this as their weapon,” she said.

KOTA KINABALU, March 24 (Bernama) -- Former MCA president Tan Sri Ong Ka Ting has slammed the party's present leadership for "passing the buck" whenever something went wrong or when it stumbled on a problem. He said, while there were many good things initiated by him, the credit had gone to different people.

Commenting on Yip Sun Onn's resignation on Monday as Titi Tinggi state assemblyman -- supposedly triggered after he was dropped as exco member in line with the party's rotation arrangement -- Ka Ting said: "The current leadership could always make a review according to the situation. However, when it faces a problem, it passes the buck to me...so, I do not know what logic this is.

"You cannot say that because there was understanding on something before, the leadership blindly continued...I am not saying this particular decision (rotation system) is right or wrong. "The principle is this. The leadership of the day should be courageous enough to shoulder the responsibility on any decision it makes...(they) cannot say it was decided (during) Ong Ka Ting's time," he told reporters during the meeting with Sabah MCA delegates and grassroots here on Wednesday.

However, in Hong Kong this afternoon, Prime Minister Datuk Seri Najib Tun Razak disclosed that Yip was still with the Barisan Nasional and would not be resigning as Titi Tinggi assemblyman.

Najib said he had received confirmation on the matter from Deputy Prime Minister Tan Sri Muhyiddin Yassin and Perlis Mentri Besar Datuk Seri Mohd Isa Sabu.

Yip was said to have been upset that he was not re-appointed state executive councillor at the swearing-in of elected representatives at Istana Arau last Friday, where Indera Kayangan state assemblyman Dr Por Choo Chor was appointed instead.

Asked to comment, MCA president Datuk Seri Ong Tee Keat on Tuesday said the party had no choice but to follow the rotation system for its representatives in the Perlis exco line-up, as it was agreed upon by the previous leadership (Ka Ting).

Tee Keat said he was made to understand there was an understanding between Ka Ting and the Perlis Government that the exco member's post was to be rotated between the two MCA assemblymen in Perlis, whereby, whoever took up the post would only be allowed to serve half a term.

Ka Ting said that previously, if there was anything of such nature, it was discussed at the Central Committee-level, adding that he did not discuss it with state leaders Did not discuss it with state leaders . You did not discuss it with state leaders ? You did not ? So who's responsible ? YOU are responsible , no one else !

Thus, he said, the next course of action should depend on the current leadership which took over from him.

"I hope all interested parties consult each other, find amicable solutions. I am always concerned. Although in this matter, I should not interfere because I am no longer in the Central Committee, we must face the challenges for the future," added the former party president.

'MACC welcome to ensure MCA polls is clean'

BUTTERWORTH: The move by the Malaysian Anti-Corruption Commission (MACC) to monitor blogsites and media reports in the run-up to the MCA elections on Sunday is appropriate to ensure that the polls are free of corruption and money politics, MCA president Ong Tee Keat said today.

He said that though it was only party elections, the MACC's intention was welcomed as it would check the spread of an undesirable culture contrary to social practices in the party.

"Party elections are not the place for us to make promises or dish out money," he said after a ground-breaking ceremony at the Sin Ya Chinese primary school, near here.

Claims of money politics

MACC director of investigations Mustafar Ali reportedly said yesterday that the commission would monitor blogsites and media reports related to claims of money politics in the run-up to the MCA elections.

Mustafar said the MACC would initiate investigations on complaints.

The MCA elections will see a three-cornered contest for the post of president, with Tee Keat challenged by former president Ong Ka Ting and former deputy president Dr Chua Soi Lek.

Three men, three messages, one goal — to be top dog in MCA

KUALA LUMPUR, March 23 — The heat is on in the MCA presidential race as the competitors in the three-way battle hit hectic campaign trails today.

The messages that the three — incumbent Datuk Seri Ong Tee Keat, Datuk Seri Dr Chua Soi Lek and Tan Sri Ong Ka Ting — send out over the next few days will be crucial in determining their fates and that of the party’s when the March 28 polls arrive.

Knowing full well that the contest is a neck-and-neck one, the presidential hopefuls have each deployed different strategies to garner the support they need to clinch the top post.

Tee Keat, who is said to be the underdog in the race, has wasted no time in reaching out to the party’s 2,000-plus central delegates and rushed up north today to Penang, Kedah and Perlis to meet them.

Unlike his contenders, Tee Keat has chosen to avoid talking about the mistakes of the past and is focusing instead on the possibilities of the future for the MCA.

Penang MCA chief Eng Hiap Boon, who is accompanying Tee Keat for today’s functions, told The Malaysian Insider that the leader’s primary focus is to convince the delegates that he is an agent of change.

“He is not speaking anymore about what happened in the past. There is no longer need for that because everyone is already aware of the crisis the party is in.

“Now, the main concern is about the future of the MCA. We need a leader that can transform the party and this is what Tee Keat wants to do,” he said.

Eng said that this was the message that Tee Keat relayed to some 40 central delegates who turned up for a brunch function in Butterworth this morning.

“The response was good from the delegates,” he said.

Besides trying to convince the people of his change agenda, it is also clear that Tee Keat wants desperately to win back the hearts of the Chinese community, recognising that after the MCA’s dismal performance in the 2008 general election, support from the community had further dwindled.

“This is very important for us. We need to reach out to them and focus on building better ties with the Chinese community,” said Eng.

Tee Keat unveils manifesto that tackles community issues

KUALA LUMPUR: MCA president Datuk Seri Ong Tee Keat has outlined seven areas of concern in his election manifesto which tackles issues affecting the community.

The seven areas are in business, community, education, youth, healthcare, transparency and social cohesion.

In business, Tee Keat had established a one-stop centre in collaboration with SMI Malaysia to enable businessmen seek professional advice, skills training and funding.

Financial assistance, such as micro-credit, would give that extra edge to small and medium-scale enterprises, he said.

Through initiatives such as TRAIN, Tee Keat had enabled small and medium businesses to continuously upgrade the skills of their staff and recruit work-ready manpower to drive the economy.

As for helping the underprivileged, the 1Malaysia Community Alliance (1MCA) Foundation had been established, alongside other programmes including the providing of shelter, legal advice and community childcare.

In education, amongst other things, Tee Keat had championed the cause of Chinese education by raising up issues with the Govern-ment, such as usage of vernacular language (without compromise to the usage of English) in the teaching curriculum.

The Transport Minister also successfully increased the number of Chinese students eligible for Public Service Department (PSD) scholarships and had pushed for greater meritocracy in the award of government scholarships.

As for the 1,150 students unable to obtain places in public universities, Tee Keat established the HOPE programme for them to study in private institutions of higher learning.

These students pay fees comparable to public universities with government loans available for them.

He also planned for school-leavers who are not academically-inclined. Through the TRAIN programme, some 3,000 students are pursuing vocational training courses recognised worldwide.

In the area of transparency and good governance especially regarding the Port Klang Free Zone (PKFZ) financial fiasco, Tee Keat had initiated several measures to recover money to the tune of RM1.64bil, including the independent audit by PricewaterhouseCoopers Advisory Services – which had led to the court case against several key persons involved in the project.

On social cohesion, Ong had reached out to the Metropolitan Tabernacle Church in its rebuilding efforts.

On behalf of MCA, Tee Keat also coordinated a series of round-table discussions to promote inter-faith understanding.

Five KRAs and 1MCA

KUALA LUMPUR – A rebranded MCA will reach out to the needy, forge partnerships with community groups, reject the diseases of corruption, money politics and abuse of power; provide direct presidential elections and, above all, woo talented young people to help it get the votes.

This in essence is the manifesto of party president Ong Tee Keat who is seeking to extend his term right up to the next MCA triennial assembly next year.

Tee Keat , however, will have to first cross the hurdles posed by his challengers for the Number 1 post; former deputy president Dr Chua Soi Lek and immediate past president Ong Ka Ting.

The extraordinary elections on March 28, a result of 22 central committee members quitting their seats, will provide for the winner to serve for just a year before the 2011 general assembly.

Tee Keat was elected president in October 2008, after Ka Ting resigned in the aftermath of the MCA's worst electoral showing in the March general elections of the same year.

In his bid to retain his pivotal position in the party, Tee Keat has come out with five key result areas for the MCA transformation plan.

The five KRAs

- Assisting the needy through a planned 1Malaysia Community Alliance (1MCA) Foundation

The plan is a leaf from the 1Malaysia concept being promoted by the Barisan Nasional, under Prime Minister Najib Abdul Razak, meant to directly reach out to the poor and needy.

Tee Keat said this could be achieved in the form of providing aid in education and training, housing and shelter, entrepreneurship, jobs and healthcare.

The idea is to transform them into progressive, self-reliant and gainfully employed Malaysians who are able to, in turn, give back to society.

- Engaging and championing the interest of community stakeholders via a proposed 1MCA NGO Consultative Council

Tee Keat admits that while the MCA does not have all the answers, it realises that if its members are sincere enough to reach out to those outside the 'comfort zone', the solutions to the many issues and problems that plague Malaysians are 'out there.'

"We need to expand our ad-hoc engagement with traditional guilds and associations by forging genuine partnerships with community stakeholders that have a pulse on real challenges and issues under the 1MCA NGO Consultative Council.

"We will focus on the hopes and concerns of all the people, regardless of race, religion or partisan politics.

"Together with our dialogue partners, we will set forth to find the solutions to issues on the economy, social harmony, education, mainstream politics as well as culture and arts," he said.

- Integrity, transparency and good governance

The party president said this third KRA is to ensure that MCA members observe the principles of integrity, transparency and good governance in the management of party assets, funds and activities

"We need to reject the diseases of corruption, money politics and abuse of power, which, like cancerous cells, will weaken and ultimately destroy us.

"The limited funds that we have must be prudently spent for the benefit of people who most need it. We need to stop the leaks, however small a trickle they may be," said Tee Keat, who is Transport Minister.

He added that the party will announce a series of initiatives, including the formation of independent team of observers, key performances indices and making such KPIs public.

"Fueled by my experience at the ministry, particularly in handling the Port Klang Free Zone (PKFZ) debacle, whilstle-blowing initiatives will be explored for the party at all levels," he said.

- Direct presidential elections

Tee Keat said the MCA, with its Constitution and institutions, belong to the members and the community the party serves.

"The central committees, councils, leaders and the president derive authority from the delegates, members and the community.

"Our elected leaders’ duties are to administer the party as it came into our hands and to transmit them unimpaired to our successors.

"To further democratise our party, it is also our initiative to institute direct presidential elections by the end of the year," he said, adding that this would ensure a wider electoral base.

- Preparing for the 13th general elections and membership drive

Tee Keat describes this as the 'ultimate KRA' because it is the people who will be judging the party and giving it their votes.

"It is my hope that we not only engage them but also empower them with the determining voice of change and to be an active participant in that process," he said, adding that the party should not lose sight of young Malaysians.

"The young are the beacon of our Party and nation, and we hope to attract the best and brightest from among them into the MCA.

"Empowerment with knowledge and skills will invigorate our party with more competitive Malaysians and become a beacon of hope for our nation." — Malaysian Mirror

It seems that everyone has a bad thing or two to say about everyone else. Every time a plausible candidate arises, the whole gang decides to fling mud in his or her direction. Sure, it's considered fair play to wax lyrical about your opponents' flaws, but isn't there some kind of integrity level that we should be adhering to?

One would think not looking at all the mud-slinging, deed-damning brawl going on in MCA.

Throwing factual brickbats is one thing but slinging fact-less stones is another. The first raises you to great political debate. The latter forces you back to playground tactics.

Best case in point – current leader Ong Tee Keat who has led the party into disarray. He has, along with his deputy, achieved the every wish of every opposition party. For the past six months, Tee Keat has managed to break the party into factions, decimate confidence internally and externally, and run MCA into the ground.

Yet the man obviously has some guts. He has emerged from his sinking ship, head shamelessly held high, standing tall and oblivious to the burning wreck that is the MCA looming up behind him.

The crash has had some effect on his sanity, however. Clearly still in shock and delusional, he is offering himself as a candidate for the presidency. He says that he is the best man to lead the party. But where in the world has he led us thus far? Into the ground? Up the wrong tree? Down the ditch?

Then he says that he is running solo because he is too busy to make alliances. Turn the clock back about six months back and you will remember that it was his wanton addiction to making pacts that sparked off this whole debacle.

No offense Datuk Seri, but you are running alone because no one wants to run with you. You've proven to us that you don't have the stamina to run the length of the race without switching directions, partners, team mates and what-not.

No offence small boy , you need to be shafted up your backside

When all else has failed, Tee Keat is now whining that he inherited a trouble-riddled MCA in the first place – the main problem being that of one philandering member. Yet, was this not the person he supported until very recently?

Oh he didn't , he created it is it ? Bastard ? Why don't you go and get someone to screw your dirty ass ?

He preaches a clean game but his hands are smeared with the sloppy mud balls he is throwing in every direction. He has been using his online cronies to spread baseless stories on the other candidates. Show us proof, Datuk Seri, before you go on and on.

He has really only one saving grace which he pushes into our faces over and over again and that is the Port Klang Free Zone issue. He's made it into a buzz word which he bandies like a cool lightsaber but he's forgotten that while he preaches transparency, he hasn't tabled a budget for the party's headquarters this year.

So where forth is this transparency, Datuk Seri? How much have you spent on the feng shui-enhancing renovations to your office? How much have you spent on employing new personnel? We are not saying that you cannot do this. At a reasonable cost, it is well in your prerogative to do so. But how are we to judge when you do not share with us the numbers? Are you too busy, Datuk Seri, to keep an eye on the accounts?

Have you got other good issues about transparency and serving the rakyat to discuss instead of harping on trivial and ridiculous issues here ?

What the public wants is a good fight. A clean fight. Why bother with the rigmaroles of election if all it brings are more tricks and ploys? So let's heighten the stakes – let's bring some sense of intellectualism into the game. Instead of mudballs, let's sling some real facts and figures.

I am taking a little time off from writing on economic issues. The issue that is piquing up interest is the battle that's engulfing MCA. Allow me to offer some thoughts here.

This Chua Soil Soi Lek is a strange fellow. He was willing to bury the hatchet with OTK to build up a strong MCA. The two of them were to re-energize MCA into a political party that will represent all things honorable about the Chinese in Malaysia. Just before the EGM, he decided to pull the rug under the MCA president's feet.

Their pairing up was regarded as a partnership made in heaven. The pair is also a good example of the strangest of bedfellows. One is the moral crusader. The other is a tainted individual whose sexploits were publicized by MCA's own snoop squad said to be directed by LTL. OTK was at the forefront battling the shadowy figures behind the PKFZ RM12 bullion financial scandal. A scandal that threatens to disintegrate MCA.

The pair promised to rebuild MCA. That is, into the Chinese Party that upholds good values, conducts itself honorably and a party intent of ridding itself with unsavory elements that usually feature when Chinese get together. I am referring to politics mixing up with gangsterism, Chinese triads, ah longs and gamblers. Alas, as the Chinese saying says- you share the same pillow, but you dream different dreams.

I am writing as an observer from UMNO. I believe what is happening in MCA mirrors the bowel movements within UMNO. They may develop into severe intestinal complications. Where is MCA going? What kind of MCA is relevant to UMNO at a time when UMNO itself is redefining its role and meaning? What is happening to MCA is of relevance to a rebranded UMNO that professes to adopt a new political philosophy. I hope UMNO leadership is still fired up with its agenda of rebranding. I hope it wasn't just hot air and a royal screw job on us all.

What is its rebranding agenda? That agenda is one that is going to internalize higher values, respect for the rule of law, conducts itself honorably. It will be one agenda involving the re-profiling of its leadership, membership and work ethics. It isn't going to sail through by mouthing old battle slogans anymore.

Here's the deal. UMNO can't subject itself to a rigorous and intense re branding exercise without also demanding the same from its coalition partners. That being the case, it must be seen to support those elements within MCA that are leading MCA into that direction. UMNO can't condone underhand tactics by underhanded persons that's turning MCA into a mere understudy to UMNO. It must allow MCA to become an honorable party that's capable of earning respect and allegiance of Malaysian Chinese. UMNO can't do that. It cannot allow MCA to forfeit its role to Chinese parties such as DAP for example. I am saying UMNO can't afford to be seen as supporting CSL. Wrong person, wrong values.

The present UMNO must also recognize the possibility of role reversals- its coalition partners can also 'teach' UMNO how it redefines itself and makes it relevant to a changing political landscape. Otherwise, the whole concept of BN disintegrates. After all you are all equal partners. What MCA is turning itself into, is an acid test for UMNO as it is for MCA. It reveals what values UMNO is upholding within itself. These values seek affinity with like values elsewhere such as MCA. If at the end of the MCA elections, the dark side triumphs, then that will reveal that falsity of the promises UMNO makes to its own members. That all those talk about reforms and re-engineering, re working the ideals are just a heap of dung.

DR Chua Soi Lek is a strange political character. He must have come across some juicy deals that have emboldened him to break off from the dream partnership with OTK. That partnership made in heaven was actually one made in hell and doomed to fail. There couldn't be more contrasting personalities that were brought together than these two. It was a marriage borne out of political expediency. What it did was to give CSL time to regroup and rethink strategies. If he is what he is said as, i.e. commanding 40% of the support of delegates, he now has the emperor's luxury of choosing his partner and laying down the terms of his allegiance.
